Does importing beatmaps consumes data? (Mobile Data).

Question is about mobile data, so I'm guessing you're on a phone or tablet.

Unless you're doing something like copying the beatmaps across using an SD card or something else like that, the beatmap files have to make it to your device somehow. Which means that they will be downloaded which will consume mobile data.

i use hotspot

If you're simultaneously connected to wifi and have mobile data enabled then it is up to your phone's settings to determine which one is the primary one.

no i'm using hotspot for my laptop

Maybe if you use more than 6 words per reply we can communicate faster.

If you have tethering enabled on your phone, and thus on your laptop you are connecting to the wifi hotspot that is provided by your phone, then yes you are using mobile data, and at this point it's not really an osu! question as much as a general technology literacy question to which google is probably a better fit.
