Problem details:
There is an option in NVIDIA control panel and as well as in AMDs software but don't know the name of it.
Under the vsync section there is an option called "fast" this basically eliminates every tearing without locking the fps to the displays refresh rate.
My issue is that I have this turned off globally and for osu! aswell. Tried reinstalling the drivers and everyting but nothing seems to work.
Other games does not have that problem only osu! so that is why I'm writing this issue here.
I can guarantee that it cannot be nvidias fault because I have vsync forced off and even if I enable it in game the vsync is not limiting my frames.
Once somehow that issue wasn't there and I really felt it. First I thought it's just my notebooks fault and the latency is horrible, but apparently not.
Specs: (Lenovo P53 workstation)
CPU: i7-9850H (locked to 3.6gHz)
Dedicated GPU: Quadro RTX 3000 (integrated graphics disabled)
RAM: 48gb DDR4 2666mHz
Display: 60hz (4K oled, I don't know if it could be because of the display so I also provide it)
osu! version: Stable 20241030 (latest)

Fixed it by turning on compatibility mode
Reason:
OpenGL applications are forced to vsync with quadro driver (for me) and you cannot turn this off. Turning on comaptibility mode is basically changing opengl to directx.
I will investigate further why and how it happened more specifically
