In my opinion, having a tutorial map is a good start, but not enough to grant new players full knowledge about the game.
To change that, I want to introduce you to the idea of a help panel when starting osu for the first time.
It could equal the help panel in the editor:



Things like how to select another mode, how to import beatmaps, how to start beatmaps, how to change a skin, how to switch to another channel, etc. could be displayed.
This prevents that new players will get lost in the Forums asking for help. I know that there is #help, but good instructions in the beginning lead to less questions that have to be asked.

Yes, I meant ingame.
ztrot is doing a great job. Maybe it is sensible to suggest to look at the academy-series on the panel.
New players might not know the series.
You could also show the video in the beginning. That would be my alternative idea. But you need to give the new players the knowledge somehow.
