Me and a friend were playing osu!mania and we ran into a dilemma. We were both playing the same song with the same approach rate but his was going at a speed at least 2x faster. We switched credentials so I could try it for myself but it was working normal for me. When he used my account on his computer, it still continued to go excessively fast. Any suggestions?

If by approach rate do you mean scroll speeds? You can adjust your scroll speeds with the f4 and f5 keys (if I remember correctly). If those aren't correct, you can check how to adjust them in your controls. It should be under keybindings in your options, labeled Increase speed and Decrease speed (mania). If that's not the problem, then I have no clue.
Approach rate does not affect the speed at which the notes go down, only the BPM does. You can adjust the speed with the key bindings that you find in options -> key bindings -> under In-Game -> Increase speed (mania), Decrease speed (mania).
