The place you can ask for song request to be mapped in osu! is simply asking from close friends - if they ever want to do it.
Other than that, the best thing you can do is learn on your own on how to map a beatmap. I believe everyone can do it and within the next few months, you'll be able to improve with such high rate if you keep practising.
