CSS-like feature for skinning

I dont't know where to post this so here I guess???

I think of something like the skin.ini file but with more possibility, maybe not for the gameplay, but for the selection-mode that would be a really good feature to have.

stable is feature locked. And lazer will allow (already allows) for positioning to be changed, hopefully for every UI element
