PP gain doesn't signify improvements. This is because maps has set difficulty which SR can't go up or down due to you having higher or lower PP you don't say. Just play various maps. Improvements don't show in immediate succession, but you'll feel it from time to time.
When you said small gains, it's all right, it's normal, and it should be. At least you're still gaining.

learn to get 97%+ acc on any maps at all and you will unstuck. PP is extremely nerfing B rank plays because it's a rhythm game
