Problem details: Can i login my osu account with two different microsoft accounts but with the same pc? or will i get banned

You (the human, individual, yourself) get 1 account. If what you are doing makes another account with you as the owner then it is against the rules.

However, using two different windows accounts should be fine since it would have the same hardware ID, IP, and other stuff they check for when ascertaining it. If you are unsure about this answer then you can always email support@ppy.sh to verify an answer.
