At this point you could literally just use the google drive folder you linked as a skin library. But the forums require skins to be posted in either WIP or Remixed subforum. The main skinning forum is more like a helpdesk.
If you want a more fancy way of keeping track of your skins, make a GitHub Gist like this one. These use markdown as their markup language and should be flexible enough to allow you to either make it look nice and cool, or just plain and simple.
