Problem details:Can't change it with osu raw input since it puts my cursor on the top left and I'm currently using OTD as the drivers and am not sure what to do..
You have to edit the active area of the tablet on OTD, default is full area which means that you have to use all of the tablet area to move the cursor, if it's a smaller area you can move quickly. If you don't know what area to use try looking at some players area and experiment to what's confortable for you
