It's perfectly acceptable for a 9 year old to have a girlfriend. I remember having one at this age, I didn't take an active interest in terms of sexual desire though.
Social dynamics change with time, I mean look how much has changed recently. Governments are increasingly concerned with our lives and our health. Increased education in terms of sex and relationships at ever younger ages is perhaps contributing to this behavior. One might argue that we grow up too quickly now. However, if our social dynamics remain ever the same then we might not evolve well as a race. The point of life is impermanence and adapting to change.
I WOULD LIKE TO MAKE IT CLEAR, HOWEVER, that I do not condone sex at this age. Most people haven't even started puberty then.

And to think being taught by our parents was enough! Seriously, in general, more urban families will tend to have children going through their "rebel" stages fairly early and this will most likely last up until their adult stage. HOWEVER, the extreme has not been reached yet, we're not hearing about 3rd grade preggies, are we? Maybe this might be a stage where, if we can, intervene with sexual encounters between the young ones, maybe there will be just a bit less whore-y teenage group in the near future... I doubt it. And maybe our founding fathers DID create this country to let our children have sex. Because, they wanted it to SURVIVE. Main point, there. I hate those kinds of arguments, "Our founding fathers did not intend for us to...", well of course they didn't! Could they have thought of EVERYTHING ( give credit to them for thinking quite a bit ahead, but I'm suspecting they weren't prepared for this) during their lives? And of course, they're DEAD, so we can't get their word right here and now. And remember, we are talking to the WORLD, here. So whose founding fathers are you talking about? Sometimes, we just have to take things for what they are, and legal jurisdiction won't stop these kids from underage sex, anyways (Most states' age of consent in the U.S. is between 16-18, the youngest legal extreme is iin Baja California Sur, Mexico, where it is age 12). Just let them have it. And maybe, just maybe, let natural selection run its course.
But who am I kidding, we aren't even ankledeep in this situation, anyways.

I'm not worried about premature sex, I don't mind 3 year olds getting it on. Just don't get them addicted, that's all. I do have worries for the others. Drugs, definitely, tobacco is crud, because it has the ingredients of a nuclear warhead in it (seriously), and alcohol... well, I don't want our next generation to become drunk, dumb and disabled. That's not a nice way to leave this world. But I stress that there are only two darts on the board right now, sex and alcohol. On your first paragraph: Pre-mature sex does not exist.
On the rest:
I believe the fault is in the parent (or guardian), not the child, for two reasons.
Children are more and more being exposed to more adult content, or at least content above their level of maturity. It is the parent's job to match the content to the level of maturity. (That isn't to say the most mature of students should watch pornographic material, or the least mature to watch the NASA channel (ugh!).)
Children need to be educated by their parents. I see more often children being educated by the media (television especially) which has its benefits and downsides. Of course, people focus on the negatives because they are a problem (where positives aren't a problem, unless they're scarce). Parents need to teach their child morals (and religion if appropriate).
On your particular situation, it seems the latter is lacking. The problem is caused by the girl's exposure to concepts such as boyfriend (which she probably does not fully understand). That likely came from her school environment. The parent (or other mentoring figure) should explain the concepts and how they fit into life.
My personal opinion? She thinks a male friend for a girl is a boyfriend. Thus, because she wants to befriend a male, she thinks she's going to have a boyfriend. This is caused by a misconception.
IMO, before maturity, infatuation does not exist, so there's no sexual component at all.
