As of current, the following is a rule in the osu! ranking criteria:
All actively clicked parts of objects must have at least one audible hitsound that does not blend with the song. Players do not receive enough feedback otherwise. Using keysounds as hitnormals without other distinct additional hitsounds, for example, is not allowed.
However, I suggest we reword the rule to something like the following
All actively clicked parts of objects must have at least one audible hitsound. Exceptions can be made for quiet portions of the song, or when players do not need to hear a hitsound to assist with rhythm. Players do not receive enough feedback otherwise. Using keysounds as hitnormals without other distinct additional hitsounds, for example, is not allowed.

We convert the current rule into a guideline.

Here's why:
- Keysounds almost always blend with the song in some way - they aim to follow and recreate the song. Keysounds are already getting ranked frequently and actively break this rule.
- Potential for misinterpretation of the current rule. People read it as 'all active objects must have an audible hitsound,' regardless of whether it blends with the song or not. For example, look at [beatmapsets/2047252/discussion/4273980/timeline#/4131033], where the hitsound itself did not blend with the song, as there was a gap in the song, so it could not blend.
