Click on the .osk file and choose "Open with" and find "osu!" there, you might need a different file manager app if the option isn't there.
In my case, I used ZArchiver. (click the arrow button next to "View" if you're using ZArchiver)

Make sure that it is an ".osk" file.
If it already is and it still open like a folder, see if your file manager has the option to open it with another application (usually by long pressing the file for the menu to open in most file manager)

If it's indeed an .osk file, have you tried clicking this button? It should bring up the "open with" menu.
How about importing it by clicking the "Share" button instead?
