This point of rule confuses me:
Beatmaps must be hitsounded. Hitnormals give feedback to the player, and additions (whistles, claps, and finishes) accent the most important parts of the music.
  1. osu!mania beatmaps do not require hitsound additions. This is to allow for easier approachability to osu!mania mappers of different upbringings. It is still highly recommended to use hitsound additions to improve the feel of your beatmaps.
For a long time, I misinterpreted it as "all beatmaps require custom hitsounds", where it's nowhere near that. From what I heard, there was a discussion about requiring mappers to supply their own custom hitsound, but it was denied. This goes further in osu!mania modding scenario where mappers often asked by modders to simply add a hitnormal if they're lazy doing hitsounds.

My question is simple: are custom hitsounds required for all modes? Current RC doesn't specify it, so it would be great if we mention whether these are requirements.

No, they are not required and have never been. In osu!mania adding a custom hitnormal isn't required but is just a recommendation from BNs.

Nowhere in the current rule is custom required, so I think it's okay as is.

std ctb maps are required to be hitsounded but it doesnt have to be with custom samples. Taiko should be pretty self explanitory since what note it is depends on the hitsounds (defaults are mostly used in taiko to my understanding). Mania does not require any hitsounds other than a hitnormal which can just be the default technically

If it's never been required, I suggest to clarify the rule so it gives better explanation. I can't think of some words to clarify that custom hitsounds are not required (i.e default hitsounds would do).

It doesnt mention custom hitsounds anywhere so it should be pretty clear that defaults are allowed imo

but there are no implications anywhere in the rc that custom samples are required? am i missing something here
concur w above, adjusting this seems rlly unnecessary if there isnt anything in text pointing to that direction

The problem is this rule raises misconception. That's why I'm suggesting a more verbose explanation to this rule.

From what I'm seeing, the RC doesn't state that custom hitsounds are optional or mandatory.
I guess that, by default, one should assume that anything not mentioned should be taken as optional.

The RC shouldn't really have to be over-specific. If it doesn't mention custom hitsounds, that means default samples are allowed.

In fact it makes sense that those are allowed. They come bundled with the game afterall.

Not mentioning it like now makes it clear that any hitsound, both additions and hitnormal, is good to be used.
