I am pretty new to OSU, but I want to get a tablet instead of having to use my mouse, I don't have very much to spend on one, and I don't know much about non-pen displays, as I normally use pen displays for other tasks (Hits why I don't have a non-display pen tablet) If you have any recommendations, tell me!

Wacom ctl-472 is pretty good. And veikk has some cheap ones
Huion Model H610PROV2, can cost between $20-$30 depending on if you buy it online or in a store

For the lowest you can get the creator pop series like VK430 (4x3 inch) or S640 (6x4 inch) they range from $20 to $30. But if you also want to draw, you can buy the creator VK640 (6x4 inch) for $32. All of the example above are also marketed toward osu players.
XP Pen G640. I've bought 2 even after using a wacom tablet, and it just works best for me.
I recommend the XPPen Deco 640. It's cheap but still really reliable and great for a first buy. 16k Pen Pressure also sounds like a steal tbhNuclear_Winter wrote:
