After some discussion both internally and within the community, I've decided to post a proposal regarding the pattern length of 1/4 patterns for Muzukashii difficulties.
The guideline in question:

And additionally move it to Rules.
This is because this Guideline has already been pretty much enforced heavily for a long time now, making the current Guideline rather confusing, especially for newcomers. This change would help to clarify the current standards and make guidance for proper spreading indirectly easier for people starting out.
