Most of the games with level builder on steam are Racing games. There are only multiplayer platformer games that has level builder such AS ultimate chicken horse and biped

Im sure the WII U and 3ds mario makers emulate fine. (3ds is your best bet if you dont have a high end PC/Laptop)
I have no idea about switch emulating and Im not aware of any emulators but I do remember the creator of Citra (Best 3ds/2ds emulator) making one.
Other than that I have no idea about any other platformer games with a level editior.

The best that I had done was doing a 1.0 level and it was just some sort of a remake of a back on track level with a bad title. :[

Youtube tutorials are good if you wanna learn it
