It would make sense why your rank decreased from decay.
Though, the pp thing is confusing. Somehow, you already lost pp before coming back.
The reason why your rank increased today is because you still earned pp. However, whenever you lost your pp it never updated because you never played any map that would give you raw pp until now.
Maybe I am wrong, but that is the best answer I can give for this situation.

Maybe it haven't updated in a while and it became this result? Not sure though.
Maybe the last time you played it was before a rework?
