You can't change it while ingame due to the nature of how enter works in that submenu. You'll have to change it in the config file. This is in the osu! folder, within the config file that says something like osu!.computer<User>, for me it was osu!.krbyp because my user is krbyp. For you it might be different, but once you locate that you open it up in notepad or something and search for keyToggleChat, in which you change F8 to Enter.
