These touhou mfs. Of course Kaguya Shinomiya is better. She was a main character in one of the most successful anime AND manga series of all time. Her character writing is of high quality and she's a widely recognized character not just in japan, but all throughout the world. Kaguya Houraisan isn't winning this.
Never seen what the other one is from so ofc i will pick houraisan, shes more recognised in my heart ;-;
