I'm trying to make a beatmap for Habanera from Carmen by Georges Bizet. It's in 2/4 time. How do I represent this?

do you mean 1/3 beat snap
the editor doesn't directly support this, so you'll have to edit the map file manually:
- add an uninherited (red) timing point to the map if you haven't started to time the song yet (only having one timing point is the most convenient for the later steps)
- top left corner of the editor: File > Open .osu in Notepad
- scroll to [TimingPoints], you should see a bunch of numbers separated by commas (,) under it
- change the third number to 2
- if you have multiple timing points, repeat the previous step for each of them
- save the file and reopen the map in the editor
