Am I the only one that sees the art in the background move when I play osu! mania?

Since i play with 100% background dim I don't have similar experience. I think it's just an illusion since you are focused on the notes idk I'm dumb.

LMAO SAME, lowkey there's no light behind me either to reflect it, and my background dim is at 100% but I notice it while I play by myself at times, never in multiplayer lobbies.

If you have a beatmap that has a video or storyboard in the background, check to see what your background dim level is at. That's why stuff's moving in the background. You can turn that off in the settings.
