I think I saw a link for this somewhere, but I can't find it now.
Where can I download the full set of all ranked maps?
And how big a file is it?

There's not really a point to download them all at once (unless you want to help seed the torrent hehehehe). I'm not sure what the total size of all the packs are, though. I think I only have around 30-40% of the maps, and my song folder is about 5GB. So I guess ~15GB+ (oh and also I download songs WITHOUT video, so add some extra GBs to the total for those)
