Have you tried messing around with any monitor settings (both in windows and/or on the buttons on the monitor if it has any)? Might be something there that could help?

Seems a problem of the monitor itself, what kind of monitor is it?
Might be the monitor, or maybe its the cables, check if the cables is a bit loose or not.
I'm not ghosting on my monitor. Could it be some software you might need to remove? If so, that could be your Windows installation being bloated (purposefully by Microsoft, I might add). If not, then I think that's an old monitor.
