When I use an mp3 that I downloaded or even bought it always has a really low volume. Any idea on how to raise the volume without losing a lot of quality or a place to download mp3s with high volume?

There not really a way to increase the volume in the osu! cilent but you can use a website like this https://www.mp3louder.com/ to raise up your mp3.
If you even bought the mp3 and it's still low volume, chances are either the artist wanted it that way or system/headphone/game volume is low. Normally the volume is really high in the original audio file, especially with electronic songs.
