I know it's an anime, but read the manga instead if you can! It has WAY better and unique art compared to the poorly animated anime . it's a shame really.

That's not what the thread was asking for. They were asking for action anime that is also sad.
Personally, I'd go with good ol' Cowboy Bebop here, since that's one of the few action anime to get an emotional rise out of me. It's mostly the 5 plot episodes and Jet's episodes that get to me, but the main story's overall tone is pretty melancholic.

Well, the only I know Sad and Action is Guilty Crown. How about Angel Beats? Is that Action enough? But the Ending is so.. You know, a little bit sad maybe.
