Instead of giving the user meaningless adjectives that they have the manually find the meaning of (Power Saving, Optimal), name the presets what they actually are. Allow the user to set a custom fps limit through the GUI.

What in the world are you talking about? They say what they do; vsync is vsync, powersaving uses less power, optimal is the optimal frame limiter to use, and unlimited means there is no fps cap.
Furthermore, if you toggle them with the f7 key in-game, they literally say the number: powersaving(120fps) etc
It would be nice to be able to do the custom limiter through settings though, however I feel like that was removed at some point? (Unless I'm remembering wrong)

I never said VSync and Unlimited were not clear adjectives. Power saving and Optimal are both subjective terms. I shouldn't have to toggle fps to learn what the adjectives mean. And no, Power Saving is not 120 fps, Power Saving is a multiple of monitor refresh rate. First of all you need to chill out, we're talking about fps in a video game here, not something life threatening or insulting, please be respectful.
I understand that very well actually, that knowledge is readily available in the performance trouble shooting wiki page, I've linked that page to hundreds of people at this point. I was (clearly) just giving an example of what they say though, so yes, powersaving is 120 for a large amount of people including myself (60hz is likely the most common refresh rate, if its not 144). Why do you feel so entitled to something that literally takes a few seconds to either look up on the internet, or press the f7 key for?
If you don't understand simple adjectives like that, I highly suggest you brush up on your english vocabulary, they are truly simple words that i'd like to say the vast majority of english speakers (at least for those who english is there first language) should understand. I'm quite positive at this point that this is your own issue, as any normal person could understand those words.
