Add a skin editor to OSU!. So it's easier to make skins since I'm tired of having to make sure the sizes of the
PNG files are correct and all that.

Just like the storyboard editor from the editor. easy to resize large elements and all that. just like storyboarding

The lazer skin editor has already begun being implemented infact, since mid-may: home/changelog/lazer/2021.514.0
