How to override single skin elements with map-specific skin preference?

Recently I've been working on a gimmick beatmap and for it to work as I intend there needs to be a fairly specific thing in the skin. To be specific it's an osu!mania beatmap, but my issue isn't related to the gamemode, so anyone might be able to help - the thing the skin needs is the LN tail, which in many skins people use they are just blank graphics or their shape would make the visual effect simply look bad, so that's why I'm considering adding a preferred skin to the set.
Now the problem is that these few graphics is all I need and otherwise I'd like to leave the skin choice up to the player. However, when I just set the skin preference to the skin that only has those certain LN tail graphics, the game uses the default skin with that minor change.
So my question is: is there a way to add a skin to a map in such a way that if there's an element missing in it the game would use the player's skin elements instead of the default ones?
