The Steam Deck basically operates as a portable PC using their own version of arch linux so as long as osu can be run either natively or using proton it could be played. Since the Steam Deck has touchscreen you could easily be a touchscreen player with it.

For stable, there are several different guides on how to get osu running on linux, especially the one pinned in this subforum. If you're more experimental and willing to break your linux install you can also try stuff from ThePoon but eh

As for lazer, peppy provides AppImages already which can be run by making it executable and just double-clicking it on any distro.

I doubt the hardware would be an issue, just make sure you'll be able to install all necessary packages beforehand which should be fine when regular Arch repos are available or if you're able to add them by hand

osu! flatpak runs fine on the Steam Deck. Sadly, I can't get the touchscreen to work with it. It says "No tablet detected!" in the options.
