I recently created a little Javasript snippet, that lets you download all beatmaps, from a user.
I found, that, while other programs existed, nothing is truly simple.
This is, in my opinion, pretty simple, and a good (enough) solution, for the job.
Downsides: It relies on the webpage layout. would have to update, if the workings, of the webpage were to change.
