More testing:
BPM: 89
Offset:1622
This works up to 01:06:00() (this BPM does work with quarter notes)

After that, I tried cutting up the mp3 of the ending to find a consistent bpm, but mixmeister gave me way too many different numbers. After pluggin in a few, I might have one.

For the ending ,after 01:06:00()
BPM: 142 (This is not perfect, but it seems to hit the majority of notes)

I probably won't bother modding the song until the BPM is fixed because some parts will change a lot under a new BPM

The second timing section sounds pretty off with (used hard for this):
01:06:39 (1) - the syllable is starting earlier than the ending of the slider
01:07:90 (6) - the syllable starts before the slider ends and goes beyond the slider for half a beat
01:12:79 (5) - this slider starts early

Sometimes the timing sounds right. Sometimes it sounds straight out off. I can't make a call. It seems to fit the drums for now, but I would see if you can get a timing expert here.

Easy:
00:11:91 (1,2,3,4) - might want to place these more systematically
00:36:68 (4) - put on top of 2
00:37:36 (5,6,7,1) - this feels a little hard for an easy
00:48:14 (4,5) - does not belong in easy
00:58:25 (1,2) - might want to line up with the end of 4

Hard:
00:16:46 (12) - y is there a jump
00:16:79 (1,2,3,4) - I don't like how these are covered by 11
00:34:66 (1) - align with 4
00:45:28 (6) - move down 1 grid(3) to form a rhombus
01:06:89 (2,3,4) - nazi mod: make all 3 have the same spacing
01:10:26 (4,5) - make parallel to 2,3

[Overall]
- Good beatmap, though I'd like to see more than just thrown off beats and sliders. :/
- Could you get a better video quality?
- EDIT: I forgot to tell you about the Preview Point D:
You can set a preview point by going to the menu Timing -> Set Current Point as Preview. <3

[Timing]
- To me, the offset for the first section is somewhere between 1,635~1,637. For the second, somewhere between 66,407~66,409.
- Why no simply double the BPM and half the slider speed*? Sounds better.

[All Difficulties]
00:01:63 - I dunno what you think, but Soft Sampleset would really work here methinks.

[Kiai Time]
00:17:31 - I really like the Kiai fountain, but... You need to finish this Kiai segment somewhere at 00:25:90.

[Easy]
- Didn't you forgot to add the another Un-Inhereted Timing section in this difficulty? :o
01:10:40 (3) - Is the extra 1/8 length really necessary?

[Normal]
- Increase Overall Difficulty by 1 tick?
00:58:27 (1,2) - Not properly stacked**, it seems.

[Hard]
00:56:41 (4) - I don't like that slider arrow.

* If you can't halve it exactly due to an uneven quantity (Example; speed 1.70), you can edit the .osu instead and write the speed manually (Then you'd use speed 0.85).
** If you didn't know, you can stack a note at the endpoint of a slider using Distance snap with a 0.0x multiplier, and turning Grid snap off.

00:41:41 (1) - Make this (1) in a straight horizontal line with (2) and (3)?
00:58:26 (1,2,3,4,5) - Nothing bad technically, but this inconsistent spacing just raised my attention.

[Normal]:
00:06:52 (1) - This clap seems so desolate. (Hehe, hitsound modding, reminds me of Shinxyn [Say hi to him for me :U])

[Hard]:
00:49:83 (1) - Just use the same heart-shaped slider from [Normal]. I like that one more.

It's an above average map. [Easy] and [Normal] didn't wow me as much as [Hard], but it's not bad. It follows the criteria for ranking, but I feel it can go above and beyond.

Definitely a good job though, your beatmap skills have evolved.

00:29:27 (6) - 1. inherit section for volume change should start a tick before the note it affects to account for early clicking 2. the volume changes too much and disrupts the map
00:49:83 (1) - i hate to say this, its a beautiful slider, but the lump on the left side is kinda ugly >_>

I suggest like..+5 offset. Use 1640 anyways, 1-2 ms doesnt make a difference

Can you set the slider tick rate to 0.5 in Easy? That gets rid of the ugly slider tick on 01:00:45 (1).

The only other thing I dislike is the 00:49:83 (1) - heart shape in Hard. It looks really wonky and out of shape.

Give me a PM if you update this, since it'll bounce back to star and disappear into the depths of the pending beatmap forum.

I loved the previous Heart Slider i made in it, but everyone said they liked the weird one in Normal ._. So I copied that one in and fixed it up a bit... -sigh, goes to fix heart slider for like the 20th time-
