10 what? latency isn't measured in "Latency"

Most likely they refer the 10ms when you enable FPS counter, which is a really big misconception. That wasn't latency, it's frametime, 10ms is an equivalent to 100FPS.
Assuming your keyboard is 125Hz, your input latency can go up to 8ms.
