I have just had to go through the process of completely re-installing Osu because I was having issues with my hard drive, and I couldn't find any reasonable way to re-acquire all the maps in my collections. (If I am just missing something, then I'm sorry)
This meant that I had to resort to using a 3rd party, rather sketchy piece of software from Github that required an API key. But it kept giving me the "409 too many requests" error when downloading maps.
I think there should be a feature/option in the settings of Osu that lets you "recompile" or "re-acquire" missing maps from collections, as the way I resorted to doing it in the end, was just having both versions of osu open and MANUALLY downloading every single map through osu direct on the new installation.
Like I mentioned, if there already is a way to do this, and I am just brain-dead, please let me know!
