Either way, it's simple enough as it is. Zero reason to make a separate client/in game editor for it. In fact, chances are it'd be more of a hassle that way.

There can't really be a program to make skins specifically for osu!. That underdeveloped software is just a program that steals beatmaps' skin elements and compiles it for you.

osu! should rather focus more on developing the gameplay experience and leave the customizing on the players hand.

photoshop for static image and flash for animated are the best tools for skinning. i stick to this apps.
i think thats enough to mark this as invalid.
GIMP/photshop/Paint.net should be enough to do what you want anyway :3
