I'm not sure if it does, but why would you want it to? There is no benefit to either of those in comparison to using png.

Not all elements can be animated, and those that can are animated by using individual images as frames, such as lighting-0, lighting-1 and so on.
I do not recall any elements on the ranking panel other than the "back" button having the option to be animated, so both to save space and to keep everything compatible, use PNG and animate the elements that are able to by individual images as animation frames.
