Exactly what it says, ability to skip breaks in the middle of maps. Sometimes, the breaks are far too long, and you lose your "edge", so to speak.

osu! is a rhythm game. Taking parts of song out just to speed up gameplay would actually kind of defeat the entire purpose of how the notes are to sync specifically with the sounds.
