I'm just thinking this as an idea but maybe there should be a leader board for non mod users and one for mod users tell me what you guys and gals think even you osu developers

What's the point?
Remember that you can tick this option in the scoreboards of every beatmap on the website:
Or use the new "Global ranking (Selected Mod)" in-game.

Yeah, you can already filter them out. In-game: Global ranking (Selected mods)
