Hmm.. This sounds like Nitrome's "Off the Rails". Try nitrome.com and it should be somewhere around there. If that's not it, then I'm not sure.
Although this is off your intended topic, I think I want to have this thread be what it's titled. I'll add on.

This is the game I have been after for years!!
As for other zany arcade games I was always fond of this one:
