You can do that in the editor.. just open the map in Edit mode, go to the location you want, and click "Test".
However, test mode is next to useless if you're wanting to practice a beatmap with some MODs enabled, such as double time, flashlight, hidden, etc..., or wanting to practice Catch the Beat beatmaps.
Taiko mode can be practiced in the editor though at normal song speed. Just select 'Song Setup' from the view menu, and then go to the 'Advanced' tab and tick the option 'This is a Taiko map'. Just be sure to update the beatmap before playing it online, since the original version will have been altered.
