I developed PowerTablet android application myself.

I know, the real tablet is always better, for latency, size, etc.
But main purpose of PowerTablet is osu! gameplay, so I designed application for performance.
So, how about performance?
I measured latency using slow motion camera using another android device.
I compared PowerTablet's latency with gaming mouse, so I can know how much latency is created by PowerTablet.
The answer is approximately 17ms slower than gaming mouse, with ADB connection method.
And answer is approximately 13ms slower than gaming mouse, with Root mode, USB accessory connection method. (This is only work for rooted-device)
The actual latency may different by android device.
How about refresh rate?
You can use full refresh rate of your android device only with ADB connection method or Root mode.
In that way, Samsung Galaxy Note 10+ stylus pen shows 360Hz... (In youtube, roughly 300Hz, because of video recording... lack of PC performance.)
Samsung Galaxy Note 4 stylus pen shows 130Hz.
You must use PowerTablet using ADB connection method or Root mode, otherwise, the refresh rate can be 60Hz or even lower, and latency will be more higher
So feel free to use it!
(Yes, if you have real tablet, then this app is not useful, but my app also support touchpad and keyboard for other purpose.)
