I've noticed that Osu! offers no option to set the refresh rate (hertz) for full-screen mode. When you play in full-screen mode it automatically reverts to 60 hertz.
When playing windowed this is no problem, because it does not change the refresh rate.
If a setting like this was implemented into Osu! then there would have to be some sort of way to revert to a safe resolution/hertz automatically (even if the monitor is out of range) if a user does not click ok, etc.
Personally my monitor can take up to 120 hertz (2x normal) in 1024x768, and I'm sure many others can handle more than 60 hertz in various full-screen modes.
