No matter where in the Editor, when you save, all animations' framecount value turns to 0. I've only tested this in .osb's, however; I don't know if this affects .osu's.
It's especially annoying since uploading a beatmap makes you save first thing, and you must fiddle through notepad to change the values before it actually uploads.
