if 60fps literally means the amount of fps my osu runs and the terms refer to the respective diff levels, then yes of course lol
even me with my toaster that chugs out like 40-50 fps on some bad days, I can easily pass hard and insane maps, extras as well, and I'm seriously bad at this game
that being said having at least 60fps and higher will of course make the gameplay feel a lot smoother
