How to earn vote stars?

I don't know which forum this goes in but oh well
How does one earn a star to vote for a feature request? Because ever since I joined osu, I only got one star .u. and I don't know how I earned it, or how they are earned.I would like to vote for certain features, so can someone tell me?

My Pending Maps/Guest Diffs. mod them? o u o;;

you only get a few star to use for each month, if you use it up already, then too bad for you. wait for next month.

i use my psp as controller with fusa gamepad and Xpadder, but there no icon for it, so i putting it in my signature :]

Don't forget that Supporters earn more vote stars each month.
