Importing settings from another beatmap

Is there any way I can map my own version of a song while taking someone's beatmap as a base for timing and offset so I don't have to do it myself ?

Enter the editor of the map and go File -> Open Song folder
You will find the mp3 used in the folder that opens:


Open the timing setup panel using F6 and go into the "Timing Points" tab there. Mark all the timing points and press Ctrl+C to copy the timing points to your clipboard:


Now go to the editor song selection, drop the mp3 from the folder in there to create a new map.
After finishing the song setup, enter the timing setup panel using F6, click into the empty timing list and simply paste using Ctrl+V and confirm the dialog with "OK".

Thank you ! Do I also have to copy/paste the .osu file of what I started mapping, or only the "Hitobjects" section ?

I created a custom new diff on the already existing map, that's why I'm asking

If you already started mapping, only copying the Hitobjects section is what you should do.
There is some information in the General and other parts that would interfere with you being able to upload your map later or potentially even cause some faulty information in your local map database.
