what is even legacy option in osu skin editor feature?

I have seen players create Osu skins and added their unique twists and incorporate them into the legacy category.

So, how do you do that?

'Legacy' is just the name given to any elements used in skins intended for the old osu! client (stable). Lazer currently has very limited skinning functionality, but if you import a legacy skin that you've made, it should just work.

So, where do I do the customization? on Osu!stable?

You don't need to do it on stable. As far as I know stable has no dedicated skinning tooling. Users are sorta expected to just read the wiki on this and experiment on their own, and then import their experiments into the game - you can do that on lazer too just fine.

I mean how to change the legacy? and where do I put my ideal into the osu!lazer skin editor

There's no UI way to "change to legacy". You just make an .osk archive the ones stable accepts, with a skin.ini and all relevant assets, and import that into the game.
