Well first, I believe 98.05 is the correct BPM (somebody correct me if I'm wrong) so fixing that should be top priority. As far as the offset goes I am not sure but 0 does not sound bad.

Then, I suggest holding Alt while placing notes to ensure proper spacing (consistency is key)

And also, the overlapping notes confused me a bit :( Too many of them imho.

But I do admit to liking musicals :P Although I've never seen Hairspray.
