Whenever I play in multis with others around my rank I always seem to be the worst in the lobby. Don’t know if I’m just playing bad in multis or if i’m over ranked.

there are underranked players in this game who deserve more pp than they currently have, but as long as you have the pp that you have, it means that you've earned it no matter what.
however, there will be moments when you'll feel worse than everyone else. in this case, having a good mindset will really help you learn from your mistakes and correct the issues that make you less good than others so you can improve like anyone who wants to get better at the game.

Imo ranking in this game doesn't matters nowadays, just have fun, play and get better, but for you, not for you ranking or someone else.

looking at your top plays, definitely overranked lol
but that's nothing to be ashamed of, some people play the game for pp, some people play the game to improve, some play to have fun, etc. people in the latter 2 categories will likely be better than the former category in the same rank because they weren't actively seeking out that rank.
play what you want to play and just have fun, even if having fun to you is retry spamming farm maps

There's no such thing as "over-ranked".

It's impossible to tell if someone is at the average skill level for their rank (and therefore not "overranked") just by seeing their profile.
But as Anaxii said, the pp you have was earned by you no matter what, and even if other players at your rank are better than you it doesn't mean you're doing anything wrong or that you should feel compelled to play differently.

Sometimes I play with a bunch of people my rank and they decimate me. Sometimes they don't do so good. Doesn't really mean I'm under ranked or over ranked, just that everyone has different skillsets or play differently (like for pp or for score)

Honestly, we 6-digits are still learning game fundamentals. Usually we will have a strong preference for one type of map and lack a diverse skill set. You are probably playing other’s comfort sets and exposing one of your weak areas.
But honestly, it’s not good or healthy to compare yourself to others especially when you haven’t fully developed your skills/play style. Just keep playing, improving and exposing yourself to new content and your rank will reflect where you should be.

At your rank it doesnt really matter if you are overranked just work on improving and enjoying the game.
