This help forum is for help with osu! related topics, not that this isnt a osu! related topic but there are a multitude of tutorials and advice online that can help you with this.

This type of stuff will depend on your settings of your recording software and other factors that would just be up to personal preference.

For me the video runs fine and even at 30 fps it doesnt look so bad. I'd check to make sure your rendering is set to higher FPS.

Once the video is at 165FPS, in your editing software (for me Premiere Pro), you need to find out how to blend frames.
Frame blending simply means, that you're going to squeeze those 165FPS in a 60FPS video, so that there are 2.75 frames into 1 which is what makes it look smooth and like there's motion blur on there.

TL;DR
165FPS video needs to be resampled to 60FPS by blending the frames in your video editing software. So the final result should be 60FPS, but still look smooth.
